Cloud environment won't publish
“The environment configuration is supposed to just save/publish and then you are supposed to be able to actually use Codex with the repo in the cloud.”

Cloud environment fails to save or publish for new repo. Setup for a newly added github repo shows "Couldn't publish" and "Couldn't save changes"; diagnostics report an exec-server protocol error.
