Daybreak rejects passkeys

Daybreak enrollment rejects passkeys and requires a physical FIDO2 key. Advanced Account Security enrollment for Daybreak mode ends with an unexpected error; passkeys from a password manager, Google Password Manager or an Android phone are not accepted.
