Plan mode ignores MCP allow rules
“In plan mode, Claude Code still asks before it runs an MCP tool that is on my allow list.”

No install. No account. Public and anonymous. The link asks your agent for one report, nothing else. What it sends
Plan mode prompts for MCP tools already on allow list. Calls still show "Do you want to proceed?" despite exact or wildcard permissions.allow rules; "don't ask again" saves the rule, then prompts again.
