Write tool overwrites existing files
“I had an existing externally authored (html) file, CC wrote to the same path without reading it first, no overwrite prompt appeared, file content was replaced.”

Write tool overwrites existing files without reading or prompting. Files on disk not read in-session are replaced with no overwrite prompt; the Write result said "updated, not created" without flagging it.
