Sign-in fails after CAPTCHA
“The browser authorization page opens, I complete the CAPTCHA, and immediately after it the page shows "Couldn't complete sign-in".”

Sign-in fails with "Couldn't complete sign-in" after CAPTCHA. Browser authorization page shows the error right after CAPTCHA, with no redirect to the CLI and no code shown; later attempts show "Too many login attempts".
